If it's needed, foobar would ask you to download it and then enter what folder on your PC it can be found. I don't remember if it comes bundled with the Foobar download or not. I'm not sure because I've been using it since forever and it's been awhile since I did the download but one add on you may need from elsewhere, but easy to find, is a program called Lame.exe. I'm not sure paging through a long instruction manual is any faster and I tend to do the trial and error thing even with software that is well documented. I think the average user can find their way around how to gain a basic comfort with such a program just with 10 minutes of trial and error. What you need to do is play with it, click around left and right, and teach yourself. It's typical with free software projects like Foobar that user instructions are limited.
